Don't be shy about searching the IBM site for possible causes...
Go to the TSM support page,
http://www.ibm.com/software/sysmgmt/products/support/
IBMTivoliStorageManager.html
and search on
isc /etc/inittab
which will reveal an APAR which probably addresses your problem.
And, as Mark adroitly advises, don't stay on a base level when there
is formal maintenance available.
