Yes. It's being marked OFFSITE that makes FILLING tapes eligible for reclaim.
We have a server set up just as you describe. The COPY pool volumes are in a fibre-attached library at another building. They are never marked offsite, and they behave just like onsite tapes when it comes to appending and reclaim. Works like you want it to. In this case, I would not want the FILLING copypool tapes to be reclaimed, just the FULL ones. Is this situation documented?
