Yes. It's being marked OFFSITE that makes FILLING tapes eligible for reclaim.
We have a server set up just as you describe. The COPY pool volumes are in a fibre-attached library at another building. They are never marked offsite, and they behave just like onsite tapes when it comes to appending and reclaim. Works like you want it to.
