My interpretation of "electronic vaulting" is that the "tapes" are transferred via wire to the storage vault. If you are doing a "backup stg primary_pool copy_pool" to a copypool 15 KM away, I would think that you are doing "electronic vaulting". The key is you are not doing a physical transportation of tapes.
