You can restart it with the "BEGIN EVENTLOGGING TIVOLI" command. This has been happening to me sporadically because sometimes the TSM server starts before the Tivoli TEC gateway starts (they both run on the same physical machine). Apparently TSM does not try to contact TEC again after the initial failure.
