Windows 98 is no longer supported with TSM. The last client version that suppoted Win98 was 4.2. You can still find the download at ftp://ftp.software.ibm.com/storage/tivoli-storage-management/patches/client/v4r2. Go to the URL, and you should be able to navigate the rest of the way to the last patch level for the Win98 client (version 4.2.3.2). Again, note that this version is out of support.
