Reclamation is most commonly used to move data off of
sparsely-populated, formerly "full" tape volumes so as to make those
tape volume available for resetting to scratch status, and therefore
available for reuse. 

For most customers, the "normal" threshhold level during reclamation is
in the 55-65% range; lower levels of reclamation are too aggressive for
most production environments.
