Tivoli uses OS time information rite not of Hardware Clock rite.
You should look into whether the schedule type is Polling or Prompted, which would be a factor if the clock in the client or server is different than reality. Also check GMT offset: your 5 hour value makes one think that is a factor here. Further, in your TSM server, do 'Query STatus' and check "Schedule Randomization Percentage", controlled by Set RANDomize.
