try to shutdown the tsmserver (sending a kill signal should do the trick or stop the service for windows) then start the tsm server in console mode, this means get on a command prompt and execute the dsmserv(.exe) This will give you an almost standard dsmadmc prompt, now add/set an administrator, halt the server and start as usual.
