Keep in mind that TSM maintains a hierarchy of importance. 
 
Restores are at the top of this hierarchy; a restore requiring a tape volume will stop 
a process using that tape in order to get to it. Backups are at the bottom of this 
hierarchy; a backup will wait (in MediaW mode) until all present processes use a tape 
that the backup needs.
 
Normally, backups are first staged to disk; this helps ensure that tape reclamation 
will not interfere with a backup.
