Why don't you just send your first tape off-site since it can only be used for a PIT restore anyway and keep the second tape on-site for the rollforward restore of your database?

You can only use the most recent full/incremental series to restore to the most current state, i.e. using the ROLLFORWARD log. The reason is that once you do a DBB (either full or incremental) the log is reset. Therefore any older version, in your case the first DBB full, can only be used for a PIT restore.
