This fix worked for me.

I got nailed by this on my servers.
Sessions intermittently slowing to a crawl. Noticed it first with our nt 4.0
clients, then I would see it in TDP for exchange clients and W2K clients.
But not always the same servers each day. Got lucky with the ITSM level 2
guy, he recognized it right away. That was after 2 client PMRs and 1 AIX PMR
ended with no solution.

Check your network interfaces especially  if they are set to autonegoiate.

Please...when posting to technical forums, be specific as to levels.
Your AIX 5.?.?.? probably is not current, and is suffering TCP/IP
performace problems as has been noted by multiple posters over the past
months.  If your AIX is up to level, the standard advice is to perform
benchmark measurements of your network performance, in concert with
your site network people, to help isolate the problem area.  You
should not immediately attribute network throughput problems to the
application (TSM), which may be the victim of opsys issues or network
hardware/configuration.
