(5.1.6.4 on AIX 4.3.3, 3494 library with 3590's) I had exactly the same problem yesterday afternoon. I couldn't figure out what was wrong so I halted and restarted the TSM server. (The software, not the machine itself) Somehow it made the problem go away.
