Most likely the backed up data is all on one tape, and could therefore be considered a "single threaded" process (my analogy).
To be able to multiple simultaneous restore sessions, the client must be sent to a storage pool with collocation, or in the case of RMAN which is just ONE filespace to TSM server, go directly to tape - and you must have enough tape drives etc to do this.
