It might be related to size of reclamation stgpool and transaction size. If reclamation have filled the reclamation pool to 75% and next set of files in inter-server transaction is worth 20% of reclamation pool size, you will have the pool filled to 75+20=95% before migration threshold is passed.

Do 'q stg xxxpool f=d' and find 'Reclamation Threshold' which governs how reclamation will be done. Highmig=xx and lowmig=xx are parameters that works only for Migration of data from one pool to another. When a stg reaches highmig #, it kicks migration until reaches lowmig#. Hope this helps.
