The typical cause is the tapes were not labeled. You checked them in, but you should have done a LABEL LIBVOLUME ...... CHECKIN=Scratch. Just check them back out and do the LABEL command.
This is the normal action TSM takes to get a bad tape marked for no reuse when it is not labeled. Paul D.
