APAR IC34630 may describe your problem. This was supposed to be fixed in 5.1.5.4 (I have not tested yet.) - but 5.1.5.4 was pulled so wait for next patch.
If this is your problem, you can set the Schedule Service to "Restart the Service" on first failure (Services, your schedule service, recovery) and it will restart.
