I have just figured out that Norton has a new version 7.61.939 that solves problems 
with TSM and backups.  There is a
check box in this new version that "opened for backup" box is available.  Once we 
upgraded our Norton and pushed out the
new client our backup issues were fixed.

Just wanted to let everyone know that if you are having problems with Norton you can 
upgrade to a new version and it may
fix any issues.
