I had the same problem when I upgraded from 4.1.2.9 to 5.1.1.6 on AIX 4.3.3. The problem is when need to upgrade the tivoli.tsm.msg.en_US.devices, server, and webhelp. You have to go into smitty and choose Install and Update from ALL Avaliable Software.
