Yes, but setting hi=0 causes migration to stop and start repeatedly if a user does a manual backup (say). We do update stgpool stgpool_name hi=100 lo=0 update stgpool stgpool_name hi=5 lo=0 setting it to 100 first, then down to 5, forces migration more reliably in some cases.
