Meensun, The error message ANR9999D is a general error message by design, however if you broaden the search to include ssrecons.c and ThreadId, (all from you activity log), you may be successful at finding something in the Tivoli Knowledge Base, AskTivoli.
The hits I found all invloved reclamation and had been solved mostly by running an audit on the affected volume(s). Initial audit could be run with the fix=no as an option.
