I would say NO, that would cause you problems. When you restart the server it will expect the files to still be in the disc pool if you skip item #2. In this case you would have to do a restore stgpool to make the server happy. You will not be saving any time by skipping item #2 and most likely, it will take you longer.
Do it this way. If you migrate and backup the disc pool to the same tape pool, skip item #1 you've described below. If you backup the disc pool to a different pool than you migrate to, do both items 1 and 2 below.
