Yes and yes. You can run a batch file to perform the commands you need to run or you can have the preschedulecmd run one for you. If you use the command file you need to be aware that when the command file completes, the backup will start. That means that everything that needs to happen should have happened before you leave the command file. If some of the stop processing is asynchronous your application might not be down when the backup starts so be careful.
The easiest way to add a preschedule command is in the web gui. Add an option (on the option line) -preschedulecmd=commandname.
