We have been struggling with a similar problem.  Under the previous release,
the exclude.list file worked very well, and we had changed the dsm.opt files
to "domains all-local" or just blank, and the exclude.list files were all
updated.  When we upgraded to 4.2.1, many of the exclude.list files stopped
working.  I am going through a few hundred servers changing the dsm.opt
files back to specific domains.

Strange situation......

Upgraded an AIX 4.3.3 client to the 4.2.1 TSM client.  Now, an incremental
backup runs for a few seconds, produces no errors, and of course doesn't
backup anything.....

Previous client was 4.1.3, which worked but had some issues !
