If it was that simple, I would have done it, long ago.......When I do
that, I get an "internal server error".

TSM support has contacted me and basically said to open a PMR to address
the issue. I am going to do such, shortly. Been real busy doing a MF
upgrade, this weekend. Waiting for the dust to settle.

Then just update the volume to access=read/write. TSM will put it back to
scratch status.

No, you can't DELETE it since it's status is OFFSITE:

ANR1423W Scratch volume 040042 is empty but will not be deleted - volume
access
mode is "offsite".

Have you tried

        del volume <volumename> discarddata=yes

If it's truly empty, you won't lose any data. If it has anything at
all in it, the missing data will be backed up again at the next
scheduled backup session.
