One thing that I noticed is that your DSMI_CONFIG value is not
correct. It should point to the dsm.opt file not the dsm.sys.
Do you have your DSMI_DIR and DSMI_LOG set as well?

This program if it is using the API should generate a dsierror.log
when it encounters errors.

echo $DSMI_CONFIG
/usr/tivoli/tsm/client/ba/bin/dsm.sys
