Yes.   It's like before.  If you do a "Typical" install, it only installs
the base client.   It won't be listening to any ports unless you install
and configure services that would required to listen.   Like a Prompted
Scheduler.

The web user interface for restore will only be installed if you do a
"Custom" install and select it.

If you upgrade, then it will keep your configuration as-is and just upgrade
it.   So if you didn't have ports listening before, you still won't have
any.
