Are you using a supported S3 device or service?

If so, this is probably a certificate and/or configuration issue.
Make sure you follow the instructions here:
https://www.ibm.com/support/knowledgecenter/en/SSEQVQ_8.1.0/tshoot/t_add_selfsigned_cert_to_keystore.html
(These are the 8.1 instructions but they are the same for 7.1.)
If that doesn't work, please open a PMR.
