If, otherwise, you just want to stop using DRM and recover all the tapes, the problem is that it's not possible to delete the last db snapshot backup, at least not officially. https://www-01.ibm.com/support/docview.wss?uid=swg21083952 There is the undocumented option force=yes for the delete volhistory command. So if you set that to 3 (I think the minimum value) the system will put the dbs you have offsite in vaultretrieve after that time, then you can place it in courierretrieve or go straight to onsiteretrieve. Make sure you align the value above with the reuse delay of the copypool(s) you manage with drm.
