A File might be on multiple volume or It has more than one versions. If the
only version of file is deleted TSM removes it's references from database.
If TSM doesn't find earlier version of file in database it backs up it again
in next incremental. Deletion of volumes from copy pool doesn't delete any
file references.

I think when u delete volume database info is lost once and for all.Now next
time u back up it is
backed up as new files for those files i.e irrespective of change or
updation.

I have a question regarding what happens after a "DELETE VOL XXXXX
DISCARD=YES" is issued. It is not about what happens to the data on the
tape. I realize that the data is then gone with no chance of recovery.
My question is what does *SM do during the next backup cycle. Will *SM
see the files that were previously backed up on the tape as new files on
the client and then back them up again?
