Neil - The information that I received on the problem:

<<- dot.msg file staged onto external ftp site:
     ftp.software.ibm.com
      "/storage/tivoli-storage-management/maintenance/client/v4r1/Windows/i386/LATEST"
     400 Feb 13 18:19 dot.msg

          "If you are backing up files with any international characters in the 
filename
          or in the directory path, DO NOT DOWNLOAD AND USE THE WINDOWS 4.1.2 client.

          These characters may be backed up incorrectly, and previous backups of these
          files might be expired by the 4.1.2 client.  APAR IC29552 has been opened for
          this problem.  TSM development is urgently working on the problem and will
          respond soon."

- removed the following files from ftp.software.ibm.com and shasta.sanjose.ibm.com:
"/tivoli-storage-management/maintenance/client/v4r1/Windows/i386/LATEST"

46449     Dec 15 17:03 IP22151.read1stc.txt

- odbc files are still on sites.   >>
