That restriction was removed in 1.1.0.0 fixtest A I believe.
You can now use System Account - we are (on 1.1.1.01) - it works fine.

"Misc. - You no longer have to be running as the Exchange Site Service
Account in order to perform backup or restores.
You MUST be running as a member of the Administrator
group for the local server machine or you must be running
under a userid with Read/Write access to the local registry."

Make sure the scheduler service is running under
an account on the machine that has proper access
for doing Exchange backup and restores.
Under the Services applet, Properties, for the
Exchange Scheduler service that you created...
...the "Log on as:" of "Local System account"
will NOT work.
Change the "Log on as" parameter to match the
account that you were successful in manually running
the backup (excincr.cmd) from.
