where is mtlib?

aix 4.1.5 and ADSM 3.1.2 controlling a STK9710 Timberwolf
and aix 4.3.0.0 and ADSM 3.1.2 controlling a pair of IBM 3446 StorSmart's.

I see regular references to a utility called mtlib, but I don't see it on my
systems. Does it come with later TSM, or is there a package I need to install?
