Well, you're quoting an effect and then immediately looking at your
database.  Anyone running a server system, for any kind of service,
needs to be routinely running operating system performance monitoring
and tracking utilities of some kind, to be able to actually see what's
happening and where degradation is occurring over time.  Otherwise
you're just guessing.  You can't just look from within a subsystem
like TSM and see what's actually happening, because all applications
run in a virtual environment under the operating system.

To supplement your analysis, you can look at topic "Backup taking too
long" in http://people.bu.edu/rbs/ADSM.QuickFacts, where I've
accumulated common problem areas.  But you need to avail yourself
of some site NT expertise to fully analyze your system.
