And they will stay empty until they are checked back into the library or by
having their access changed to readwrite.  This is a good thing.  If TSM
simply changed offsite tapes from empty to scratch you would lose track of
them since TSM does not track scratch tapes that are not in a library.  Try
this yourself.  Bring those empty tapes back and update their access.  Then
try to find one of those tapes using TSM.  Your options are q vol, q
volhist, q libvol.  You won't find them.

So, the process is to wait for reusedelay days, bring them back and then
either check them into the library, or simply update their access.  I like
the check them in approach better.  That way TSM can continue to track them.

I've seen a number of sites recently where the admin was not updating the
access on volumes being removed from the library.  This, too, makes it very
difficult to track tapes.  When you remove a copy stg volume from the
library and take it offsite, the access should be changed to offsite.  The
process has two steps:

checkout libvol
update vol access=offsite
