Yes.  This was more spoken on the general nature of "we have a huge
one-size-fits-nearly-all, and need some good criteria for the rest".

I wouldn't mind /28 (because math says we can afford it, and to spite
ARIN), but I'm not advocating it.

The nibble argument is a very weak one, though.
