To provide some context here: The "I was asked" was not an item from the WG, but an informal request some people in the community and the chairs, noting that this might be a relevant matter to work on (given that, in practice, the dual-homing requirement ist not overly well observed in practice anyway). Urban was then encouraged to take charge on this and bring this discussion to the ML, along with a first shot at a draft proposal to get a discussion going.
