assume for the moment that the ncc reg services folk are genetically
averse to making judgement calls let they be accused of, i don't know,
making judgement calls.

so, given a large blob of rpsl, it might help if you would outline the
explicit criteria the reg services folk would use to decide if an nth
asn is justified?
