Hi all,

This version addresses all known outstanding comments, including Shawn
Emery's last remaining nits from the SECDIR Telechat [1], as well as Paul
Wouters' [2], Murray Kucherawy's [3], and Éric Vyncke's [4] comments from
the IEST Telechat.
