I guess I'm not clear about the problem that you're trying to solve.
Between the CCADB, CT logs, and Mozilla's incident reporting
requirements, there's already a considerable amount of CA
operational information open and available.  CT logs are already
append-only verifiable data structures.  What do you feel is missing?
