Mount /srv/fossil somewhere (on top of itself, I suppose) after announcing an instance with the correct permissions - sorry about being so concise, but I think you'll get the idea...
Mail me personally and I'll check more carefully what I do on my system - I generally add the feature to /bin/9fs or it's already there: "9fs fossil". Lucio.
