PoE is (mostly) 48 V: https://en.wikipedia.org/wiki/Power_over_Ethernet#Standard_implementation PoE also requires the use of either special PoE switches or power injectors, so at the time USB was first created it was cheaper & made more sense for PC and laptop hardware. Also, back then the USB folks were all like "4 different PoE standards?!
