A while back I checked the composite video output with Plan 9, and it seems to work -- though poor quality. I didn't bother playing with the settings in config.txt because I was just doing a quick check. I think you would need to set sdtv_mode=0 (for NTSC or =2 for PAL). I've seen some inexpensive 720x480 LCD displays with composite video input on Amazon.
