Even more than transistors are so cheap that doing on-the-fly translation to a RISC instruction set in hardware is an essentially invisible cost. Plus you get to change the target microarchitecture to exploit new thinking in processor design without breaking existing software.

That last reason, not choice, is how IA became dominant.
