Good question, BTW, my suggestion would be to have all known flags (published and in draft stage) in the 2 drafts. My reasoning is that when published it will be easier for implementers. Normally, before the publication as RFC (i.e., in AUTH48 stage), the IANA and the RFC Editor (and authors & AD) should make a final check anyway.
